On July 20, 2006, during the meeting held in Madrid, the CIMIN (High Level Interdepartmental
Committee), declared EUROGENDFOR operational, issuing the following statement:
"The CIMIN (High Level Interdepartmental Committee), which is the decision making
body and the political-military direction board for EGF(European Gendarmerie Force),
is pleased to announce that EGF is now operational and prepared for intervening
in some crisis management operations. EGF will continue to develop its capabilities
in order to improve its level of readiness and to undertake more demanding operations
in the future.
This decision has been adopted after having assessed the results of the last EGF
exercise, named EGEX 06, recently carried out simultaneously in Valdemoro (Spain)
and Vicenza (Italy), where the EGF HQ showed its capability to plan and conduct
one or more police missions, one of which assumes a Command deployed in a international
crisis management operation, including five national platoon-size Units deployed
in the theatre of operations.
France, Italy, Portugal, Spain and The Netherlands, all of whom possess police forces
with a military status, have committed themselves through the Declaration of Intent
signed in Noordwijk (The Netherlands) on 17th September 2004, to join in the creation
of the European Gendarmerie Force (EGF), providing Europe with a full capability
to conduct all police missions in crisis management operations, in order to contribute
to the development of the European Security and Defence Policy and to the creation
of an area of freedom, security and justice.
Since the EGF was born, the main milestones of its history have been, apart from
this very last exercise EGEX 06, a previous one carried out in Saint Astier (France)
in 2005 at Command Post level, and the setting up in Vicenza (Italy) of the multinational,
modular and projectable EGF Permanent HQ, which was officially opened on 23rd January
2006.
Once the EGF has been declared operational capable, now the CIMIN Presidency, held
by Spain during this whole year 2006, is to inform the different International Organizations,
under the aegis of which the EGF can be deployed (EU, UN, NATO, OSCE, etc.) that
the EGF is at their disposal in order to undertake a first real crisis management
operation."
