The UN SG Assistant in the DPKO visits EGF
On June 10th, 2011, the United Nations’ Secretary-General Assistant in the DPKO paid a visit to the EGF PHQ Staff in Vicenza. After being welcomed by the EGF Chief of Staff, Mr Dmitry Tittov was briefed on the European Gendarmerie Force and its operational commitments as well as on the management and deployment of its forces in different missions and scenarios. The High Representative showed special attention on the police functions EGF forces could perform implementing different UN mandates. He expressed his will of future cooperation with our Organization.

The European Gendarmerie Force (EGF) is an initiative of 5 EU Member States - France, Italy, The Netherlands, Portugal and Spain – aimed at improving the crisis management capability in sensitive areas. Since Wednesday, 17th December 2008, the High Level Interdepartmental Committee Meeting (CIMIN) decided to welcome the Romanian Gendarmerie to become a full member of the EGF. Therefore the EGF consists from that moment of 6 member states.
EGF responds to the need to rapidly conduct all the spectrum of civil security actions, either on its own or in parallel with the military intervention, by providing a multinational and effective tool. The EGF will facilitate the handling of crisis that require management by police forces, usually in a critical situation, also taking advantage from the experience already gained in the relevant peace-keeping missions. Based in Vicenza in the "Generale Chinotto" barracks, the EGF HQ is now developing a comprehensive and coherent operational system, which will permit to be ready in case of prompt deployment to crisis areas. EGF goal is to provide the International Community with a valid and operational instrument for crisis management, first and foremost at disposal of EU, but also of other International Organizations, as NATO, UN and OSCE, and ad hoc coalitions.

WORKSHOP ON EUROGENDFOR TREATY HELD IN VICENZA

The EUROGENDFOR CIMIN Presidency organized a workshop, which was held in Vicenza in the Chinotto Barracks’ premises, to study in depth the possible implications on EUROGENDFOR activities and status stemming from the entry into force of the EUROGENDFOR Treaty. The two day meeting was attended by representatives of all the EUROGENDFOR participating Countries, as well as by staff members of the Permanent Headquarters, that deepened the matter of the consequences of the EUROGENDFOR Treaty ratification and summarized the outcomes of the brainstorming in a document that could be the basis for a further and deeper analysis from experts designated by the CIMIN. The EUROGENDFOR Treaty establishing the European Gendarmerie Force was signed in Velsen (The Netherlands) on October 18th, 2007, and the consequent ratification process from the Parties was concluded on March 12th, 2012, with the French ratification. After the Treaty enters officially into force, Romania, which joined EUROGENDFOR in 2008, will start their ratification process of the EGF Treaty to adopt it into their legislation.

EGF CONTRIBUTION TO NATO POLICE OPERATIONAL MENTORING AND LIASON TEAM TRAINING IN SAINT - ASTIER (FRANCE)
Representatives from the EUROGENDFOR Permanent Headquarters have participated in the organization and management of the police operational mentoring and liaison teams (POMLT’s) training – phase II – held on April 2012 at the French Gendarmerie National Training Center in Saint - Astier (France). The event was attended by 82 officers from several gendarmerie and police forces (16 Albania, 6 Croatia, 10 France, 8 Lithuania, 30 Netherland, 12 Norway), as well as by 10 police officers belonging to the Afghan National Police (ANP) and 8 interpreters. The aim of the training was to prepare POMLTs for their mentoring mission by disseminating standardized instructions on ANP Tactics, Techniques and Procedures, training principles and police mentoring techniques for ANPs, with a focus on operating in a Counter Insurgency and Counter - Improvised Explosive Device environment, as well as the knowledge of coordination and interaction with Afghan National Security Forces, ISAF and EUPOL Afghanistan. EUROGENDFOR has been fully committed to International Community’s endeavor in Afghanistan - and specifically to the Afghan Police Forces’ training and mentoring - since 2009 providing NATO with police expertise for the development of the POMLT concept for Afghanistan, actively participating in the training of those POMLT personnel that are to be deployed overseas, and running three training centers in Afghanistan for the enhancement of the Afghan Police Forces’ standards. ........................................................................ A small delegation from the Austrian Gesellschaft der Gendarmerie-Polizei freunde Kärnten (Society of the gendarmerie and police friends in Carinthia) was recently a guest at the Headquarters of the European Gendarmerie Force (EUROGENDFOR) in the "General Chinotto barracks" in Vicenza. The EUROGENDFOR Commander, the Dutch colonel from the Royal Marechaussee Cornelis Kees Kuijs, and his staff received the Carinthian guests and gave them a very exhaustive overview of the brief but successful history of EUROGENDFOR. During the informative briefing the EUROGENDFOR Commander stressed the main features and capabilities of the Force and its added value in the field of crisis management, especially highlighting the present and past operational commitments of EUROGENDFOR under the aegis of all the major international organizations (EU, NATO and UN). After the meeting, the guests were entertained by the senior representatives of the participating countries that provided the visitors with some additional and more specific information regarding the forces participating in the EUROGENDFOR initiative (the French Gendarmerie Nationale, the Italian Carabinieri, the Dutch Koninklijke Marechaussee, the Portuguese Guarda Nacional Republicana, the Romanian Jandarmeria Română and the Spanish Guardia Civil). ...................................................................... The EUROGENDFOR Permanent Headquarters was recently visited by officers in the rank of Lieutenant from the Italian Carabinieri Officers School. The officers, who were attending a four week course on military police at the Center of Excellence for Stability Police Units (CoESPU) in Vicenza, were firstly delivered a theoretical lecture on EUROGENDFOR by the EGF Deputy Commander, Col. Fausto VIGNOLA, highlighting its main features, capabilities, added value as well as current and past operational commitments, and eventually visited the EUROGENDFOR premises where, after a welcome from the EUROGENDFOR Commander, they could meet with the EUROGENDFOR staff members and practically feel the flavor of the activities carried on in an multinational Headquarters.
